Compared to the PS4 Pro version, graphics are mostly the same, some better textures here and there but overall the same, however, the biggest differences are:

1) Online play: its free, I never tried online on PS4 as I needed to pay PS+ subscription, on PC it's free and it is working perfectly.

2) Framerate and stability: On High, almost ultra (all on ultra except Anisotropic), runs perfectly fine at 1920*1080@60hz on a 980Ti and stable, PS4 Pro felt about 40ish-50ish running the framerate mode.

3) Load times: Biggest difference overall. On PS4 Pro when selecting a quest, you could pick your food for the quest and pick your items and the mission did not load, usually I picked the phone and waited till the mission was ready. On PC it is almost immediately, little to no waiting time. And it affects every load time, when picking a quest, when a quest finished, exiting the game, etc. And I have 7 years old 5400RPM Green Western Digital HDD (game is on the HDD, OS is in an SSD)

GPU: Nvidia Zotac Amp Extreme GTX 980Ti
RAM: 16GB DDR4
HDD: 5400RPM Green Western Digital HDD (game is on the HDD, OS is in an SSD)
Controller: Xbox One Controller
