unfortunately i dont think that will ever happen, maybe if some popular tf2 youtuber just randomly makes a video then yes, it's possible, never say never. but as it stands four years have passed and the server is pretty dead, so i don't think the servers are ever going to come back

the servers are still up there, up and running and being paid for, just nobody plays on them
