I can tell you what the devs were thinking when they put Renfri, a card with so many abilities to choose from that they won't even fit on one screen, into Gwent. They were thinking that if they put in deliberately OP, Pay-to-Win cards, then people would buy a LOT of lootboxes.

They were also thinking that they would schedule a nerf later on to clear the board for the NEXT deliberately OP card to put in a lootbox. This is how Pay-to-Win games work.
