This is an edit on my original review. Originally I didn't recommend it due to bugs, bethesda adding paid mods and the general lack of quality in both the Story/RPG aspect and other things. However, after 1200 hours of vanilla without mods, and another 1200+ with over 180 mods, because of the saving grace of the community and their mods I've come back for a re-review along with a list of my go-to mods for new and old players alike. So I only recommend this with mods, otherwise - no.

I've played what I'd refer to as a decent amount of Fallout 4. Some would say I've played quite alot, but I've seen those with easily 2-3x more playtime and more mods than I have.
I'd rate the base game as.. a good foundation to build on. I recommend playing through it 1-2 times vanilla to find your personal issues with the game. Then try out some of the mods I have listed below to make it much better.
All my mods are lore-friendly (except maybe one or two weapon mods, but I like my revolvers) and by lore-friendly I mean in the frozen time period of the 1950s. Nothing modern or 'tactical' here. I'm going to list a majority (but not all) of my mods here. Some will change or add to the base story, some will change the appearance of the commonwealth and those in it, along with new weapons/armors too. I hope you find something here you'll enjoy.

My "must have" mods are as follows.
Project Valkyrie - gives the player agency in the main story. Big game changer.
Sim Settlements (lots to choose from with their small addons here)
Outcasts and Remnants - adds quite a bit of side-story content that fits within the lore.
Depravity - adds quite a bit of side-story content that fits within the lore.
Father Companion - Alternative Ending
True Storms - immersion, more realistic weather.
K-9 Harness (for dogmeat) - one of the few 'modernish' mods. But he's a good boy and worth it.
Survivalist Go-Bags (nice backpacks, great for modern or time-period playstyles).
Real Throwing Weapons - Want to throw a shoe at someone? How about a hatchet or harpoon?
Combat Zone Restored - cut content that is fully working with this mod.
Everyone's Best Friend - 2 companions (as was originally designed) and other QoL improvements
Dogmeat a True Companion - improves his stats
Eli's Armour Compendium - an absolute plethora of clothing, cosmetics and customisations.
The Wild Wasteland - very fun, quirky mod that adds many interesting things to discover. Similar to New Vegas's Wild Wasteland Perk.
Better Settlers - more variation in settler appearance/loadout.
KitCats Camping Gear - (Survivalist players, here ya go)
Campsite - (similar to kitcats, but you can build settlement things too)
Solar Power - self explanatory, very nice mod.
Start Me Up - alternative start mod with some accolades/perks from other fallout games.
Red Wave Reloaded - perfect for survival, your own boat that has many different dock points throughout far harbor and the commonwealth. You can 'fast travel' with it to these points, realistic and immersive for survival players.
Yagisan's Better Caravans - removes the Brahmins from caravans and adds lore-friendly robots instead.
Thematic and Practical - Workshop Settlements - Structures and Furnitures - adds many lore-friendly rustic/survival looking furniture, along with 'points' where you can control caravans and their guards. Very VERY useful.


I have many more mods but those are what I recommend for all players. Now for some general mods.

Go Green! Go Ghoul! (humorous, but plausible ghoul energy generators, looks good)

NCR Veteran Ranger Armor (absolutely stunning armor, very well done)
FO4 NPCs Travel (more faction patrols)
Basement Living - add small basement cells to settlements for a separate 'home away from home'.
El Cazador Armor (very well made armor)
Recycle Bottles (priceless on survival, realistic mod)
True Frags (more realistic explosive grenades, scrapnel etc.)
Heavy Institute Armor Corpus (new very well made institute high level armor)

Cross_Cybernetics - very well made power armor/cybernetic crafting that can be used for settlers too.
WestTekTacticalOptics - very well made, I mainly use it for cosmetic purposes but it was designed around realistic lighting.
Lots More Facial Hair - fancy beards, anyone?
The Rebel - well made armor
The Red Wave, mentioned before but must be said again; this mod is a must have.
Fish Farm Bridges, see the fishermen in Far Harbor feeding the fish? Now they can do that at your settlements, and it makes food!
Saya Gas Mask - a very well made, highly customisable mask that can look futuristic, modern or old style.
AA 50 ways to die, fun and quirky mod.
Echo - An Employment Adventure, a fun quirky short story mod.
NVUMP (New Vegas Unique Weapons), Your medicine sticks, AER14s, it's all here.
Fallout 4 Seasons ( I like autumn, and winter with another mod for realistic snow)
Minutemen Supply Caches, immersion mainly - gives an appearance of the minutemen being in more places than just Quincy and The Castle.
Minutemen Watchtowers - same as supply caches, breathes a bit of life into the MM that was lacking.
GOT -Gatherer's Out There - hunting/herbalist jobs that can be assigned to settlers to gather food/meat/herbs around those settlements. Realistic and immersive
Craftable ammunition - great on survival runs
Degrading weapons - realism! immersion! survival!
CBBE - mostly a requirement for a few other mods on this list, like Eli's Armor.

EDE - I missed my favorite companion from New Vegas, but this mod has given some issues, sometimes he works sometimes he doesn't, but at least he's at my main hub being himself.
