no, they were only given out to people who pre-purchased CS.GO before Aug 2012. I don't play cs.go, only CS source. It does say on the official TF2 wiki page that you can craft one or possibly unbox one from crate #90. I cannot see any mention of crafting one on the 'craft items' but if you google 'how to craft the awper hand' it will show which items you require to craft a blueprint item. I think its two different tokens and one scrap metal. Check it out
