First use a 3d modeler like Blender or Google Blocks, once you're done with the model go to the TinyTownVR directory (D:\[library folder name]\steamapps\common\TinyTownVR) and open Workshop.exe.

There you're going to want to press the + button at the top-right of the window. After that, look for where you stored the file of the model. Press it, and the rest is pretty self-explanatory.
