BUG: Feathered fiend and the fire breather incorrectly marked as conflicting

It says I cant use this loadout in game as the items conflict but they work fine in tf2

Fire breather has the equip region "whole_head" which conflcts with "hat". If it works, good for you, but it shouldn't.

Yeah, I understand you can do that, but it's a bug in game. This bug allows you to equip items that should normally conflict, but don't.

If I get the bug right, the items affected are:
Batter's Beak
Blastphomet
Cabinet Mann
Computron 5000
Misha's Maw
The Fire Breather
War Dog

Note that Valve can fix this bug anytime, and if I'm right, the fix is dead simple.
