1) Minor rates tweaks

-Absolute minimum client side rates:
rate 50000 (to prevent choke as much as possible)
cl_updaterate 30
cl_cmdrate 30

-Maximum client side rates
rate 80000
cl_updaterate 66
cl_cmdrate 66

2) Added BasicFix plugin on both servers

(Door and pistol speed fixes, less chat spam on cfg startup) <3 Sir nohomo

3) Server now opereates file consistency checking on config startup
