RXSEND German to RXSEND EU

After a long time, the German RXSEND is undergoing a somewhat major change:
The server is being restructured into an EU-wide, English server. This means that from now on the server is no longer only German-speaking, but mainly English-speaking.
Of course, the German translation will remain available and the majority of the team will continue to speak German.
There are many reasons for these changes, but the main one is that we hope to find new players who are interested in the server.
