Queue System Overhaul

- Custom loading messages for those in queue has been fixed and now cycle.

- Your position in the queue is now saved for 5 minutes after you disconnect, and you will be put back at that position if you reconnect within that time.
You now have a 5 minute grace period to skip queue if you disconnect while not in queue already.
- This counts for any disconnect reason, crashes, timeouts, EAC kicks and even if you were connecting but left midway.

- Added a safeguard in the event that a mass kick happens, that prevents the server from going into overage. (Pop goes above the limit)
- This is because our old system would cap the amount of players that got grace period and would make them wait in queue in some cases. Which was unfair.
