By Dec 2022, The Government had produced heatmaps, and then created a phone app (connected to Rust+) which displayed the location of teammate's bases.

By May 2023, the Government heatmap database had recordings from 6 wipes, totalling "12 million footsteps". The maps interestingly showed outlines of walls, tunnels, ziplines, mountains, and coastlines. The positions of gates and doors are also clearly visible.

This zoomed-in example shows what appears to be a clan base, I believe with different colours showing the path of different players:
