Gtav works (atleast on the first instance I was allowed to test/sort some things out).
Had strict antivirus/security measures setup - most likely preventing certain system settings to be enacted, or software installed/updated that would have rendered the need to copy the files unnecessary.

Issues with vcredist failure to install or corruption - uninstall/reinstall them and rule it out-

Win10 Update - mandatory ASLR / controlled folder access CAN cause problems.
Mandatory ASLR - disable. (or add exception for each program in Windows Defender).
Controlled Folder Access - disable, or... can leave on, but add exceptions for-----
gta5.exe, gtavlauncher.exe, program files/rockstar games/social club/subprocess.exe
(if you've used registry edits to enable them/disable windows defender/etc - undo it)
Also throws same error when interfering with social-club-setup.
(add it to whitelist/exclusions too)

2020 note - More windows updates to defender, and exploit protections - have been causing additional issues for gtav, social club, and the launcher. Not just the previously mentioned controlled folder access or mandatory aslr. You may need to adjust, disable, whitelist the various .exe's for those 3 programs.

Still don't work?
Certain antivirus/security apps may be able to produce this error as well - I would also temp sleep/disable those before testing. In the offchance you've installed some other possibly useless/garbage/malware "security" software - I'd scan with adwcleaner - toolslib.

Make sure social club installed properly/cleanly with no errors.
(steam/steamapps/common/gtav/installers - run socialclubsetup as admin)
(it should run, without error, and display a window/prompt to continue install)

Remove all the dx files. Use a janky .bat file I wrote from this link --- it will move the files to backup folders for you - make sure to exit steam, rightclick the .bat and run as admin.

When it is done moving files - it should open 2 copies of windows explorer to 2 specific folders - and ideally (correctly) - it should have 90 files in each. If it does not - either some were open/unable to move, or simply didn't exist. Both of those are issues. You can run through the .bat again and scrollback to look at the lines to see if access denied/can't find file.

*zzzz -.- Yes, you can rightclick and edit this .bat to see what it is doing and what files, are moving where. At the time of creation - it was moving everything the installer put in - d3dx9/various files, and some d3dx10 and d3dx11 files.

After you've moved them with my .bat - install directx again from the websetup - making sure to rightclick/run as admin. (from steam/steamapps/common/gtav/_commonredist/directx/2010)
Now in steam/steamapps/common/Steamworks Shared - is a directx installer.

I'd suggest a pc restart - but some users report it working immediately after.

**As of lately - March 2020 - there have been a few instances of the steam directx installer not completing and install / having issues creating some files. Using the dxwebsetup instead has had no issues correctly installing. Something to keep an eye out for if one is generating errors/crashes while installing.

Reinstall/repair vcredists2012 x86/x64 - and possibly repair/update .net framework. **Directx/vcredist redistributables were moved to steam/steamapps/common/steamworks shared.
*** Many cases now require uninstalling all of them, making sure windows is updated including .net frameworks, and reinstalling them + everything else across the 2 links.

*Note - I've been told this has happened and fixed 'after' a verify cache corrected corrupt files. I have not personally seen that happen. I have seen verify cache reinstall directx though.... -.-

*Note - on super rare occasions - corrupt save games can cause this.

Becoming a common theme now - if you CBA'd to do this yourself, or still have the c00007b error - I can teamviewer and doublecheck your work and/or fix it myself. -.-
If you've replaced files in system32 for MFP/directx/etc and don't say - you are WASTING my time.

Otherwise - only the mfreadwrite.dll, mfplat.dll, mf.dll, and others- etc errors due to mangled/missing MFP's, or manually replaced/incorrect files.

Where are you located? And are you on a N/KN version of windows?
Did you redo your OS? Do you have playtime? What else happened/changed?

Hit windowskey+pause/break and see what it says there.
If you ARE on a N/KN version - you may need the media feature pack.
You may ALSO CONTINUALLY need a new one everytime Windows has a major update.
Are you on windows 7, 8, 8.1, or win10?~

********Missing media feature pack can also cause problems with the R* launcher, and sometimes gives a message "This feature is currently unavailable". YMMV here, as there are other are also other reasons for this error.

If you've already copied a mfreadwrite.dll - and put it in your gtav folder - remove it.
(or any other MFP/directx file that you manually added... for that matter -.-)
Don't know how to clean the folder? Mod removal links on my profile. They will remove all.

If you already have the media feature pack installed - You can try cleaning the registry, or googling a guide on how to manually replace that file. (bearin mind you still need to use the correct version and proper location of system32 or syswow64 - sometimes they differ). This includes using the correct architecture - 32bit, or 64bit - incase the mentioned folders were unclear.

Additionally, this error can be caused by corrupted directx files and other missing/incorrect/manually (re)placed media feature pack files.
(yes, this includes the new vcredist in the r* launcher install folder / vcreds - 2015-2019)

*sometimes, you can rename windows/system32/mfreadwrite.dll to -OLD, and reinstall the mfp, and it will properly input the file. Sometimes - it is NOT an issue with that file, but other MFP files. Don't get too hung up on the "mfreadwrite.dll" of the error.

Another quick way some use to test - is to extract the .dll's from the archive/cab's - and throw each one.. one by one.. into the gtav folder and test. Once it works, that is the one to look deeper into correcting in your system folders. Don't leave it there or you invite more problems in the future.

Be sure that windows media player is also correctly installed. Common issue for people that like to trim/streamline their installs...

I would also open an admin command prompt... and run... sfc /scannow

If you've manually replaced files in system32 for media feature pack with incorrect versions and don't say so - you are just WASTING my time (and your's usually, as many times even the installers won't drop the new/updated versions over the top of those).

OTHERWISE---- gtav "uninstalled" itself.

#1 - GTAV just doesn't uninstall itself (unless someone actually DID uninstall it -.- /smack them). 'Usually' its caused from corrupted appmanifest file or shutting down steam improperly / computer crash/restarting/ etc - less likely but still possible - antivirus/security/permissions. If the files already exist - sometimes you can hit install - steam will scan - and autocorrect everything itself. If you had it installed in a seperate steamlibrary - you should doublecheck all that is still there / proper as well.

(Though - it could also be caused by hdd errors losing/corrupting those files too)
A scan will cover that base too. Sometimes people have moved/renamed the gtav folder as well- The default is steam/steamapps/common/Grand Theft Auto V (could happen if the pc drive letters change, or other weird things too)

#2 - If you can look in steam/steamapps/common/grand theft auto v - and see the files...
You could also check/try putting a new appmanifest_271590.acf in steam/steamapps.
If you use a steam library... it only goes in steam library / steamapps

I'd run steam as admin and verify cache afterwards to be sure. IF IT DOES find/fix/download anything - I would run gtav (so it runs the first time install garbage), close, then verify again. In most cases it won't fix anything - but there is the odd chance you reached the appmanifest before I updated it.

#3 - In the chance that steam STILL doesn't properly detect the existing files...
While steam is open-
Go to steam/steamapps/common (or steamlibrary/steamapps/common)
Then RENAME "Grand Theft Auto V" to gtav-HOLD
Then rightclick gtav in steam - and uninstall it. (since the folder is renamed - nothing is lost)
Then - exit steam.
Rename the folder back to "Grand Theft Auto V". Restart steam as admin.
Install gtav again same location and it should detect the files.
(you can pre-emptively copy the appmanifest before running first - up to you)
If it doesn't detect the files - close gtav again, recopy the appmanifest file, and try again.

If you've already had the download going - you may also need to clean/delete the-
steam/steamapps/downloading/271590 folder with steam closed before attempting the above.

#4 - You can also try... - keep gtav renamed to gtav-hold.
Install gtav - WAIT until it is done ALLOCATING SPACE. Then pause download.
Exit steam. Rename folder to default.
Copy the above appmanifest in. Restart steam as admin and try again.

This is for the steam version. Directions to clean gtav root folder of non-vanilla files/folders.

#You are attempting to access GTAO with an altered version.
This is MOST commonly caused by mods in the folder - especially dinput8.dll
You are not allowed/supposed to go online with mods install. You can/will be banned.

Uninstalling and reinstalling gtav - does not always remove non-vanilla/mod files. Verifying cache - also does not remove all non-gtav files. Skip the redownload of 80+gb - save a whale or some frogs. Non-vanilla/mod files require manual removal. The directions below help with that.

You can test this by renaming my docs / rockstar games / gtav / profiles to profiles-old
Again, rename. Don't use cloudsync when it asks incase those have been affected too.

*** Yes, 'rarely' on certain systems/crashes/etc - things can be left in memory. It may be best to restart the pc (not hibernate/sleep) - and give another try if you've thoroughly cleaned the folder. This post does not cover people that have erroneously replaced files in other locations - like system32, or cheat -.- .

*** Yes, IF you've installed the RSGL launcher into the gtav folder to get around other issues - you may need to be careful to choose the location again. If it doesn't - you may need to manually reinstall and/or copy the various 'api-ms-win-core.dll's' from the rsgl launcher folder over to the gtav folder.

Offline mode is not available means you lack the drm authorization to play gtav. Files and folders SHOULD BE created within those folders. If they are NOT - you are in the wrong place, or permissions/security/antivirus/some other issue is preventing the creation of necessary files and that must be sorted out. If files/folders ARE being created - read on.

I would also - if you can manage it (you'd be amazed how many people can't).....
Turn off your modem/router for a good 5-10 minutes. Or if you are heading to bed, just turn it off for the duration. If your isp has been making changes, this 'may' help you get a 'better' ip - obviously isp/situationally dependent.

Open c / users / usernameinwindows / appdata (hidden/system) / local
There is a rockstar games folder - rename rockstar games-old
Shouldn't be any rockstar in appdata/roaming, or appdata/locallow - if so - rename too.
There is also a c/programdata/rockstar games folder - rename -old.
Then, start the launcher itself - not gtav. It should/usually self updates, and updates social club as well. If it doesn't - it atleast downloads them into program files / rockstar games / launcher / redistributables folder (or wherever you installed the launcher). After it does self update - close it. Make sure its closed via in taskmanager.
Try gtav again.

Try changing DNS servers from automatic to google, OR BACK TO AUTO.
(for tcp/ipv4..) Google IP's are 8.8.8.8 - 8.8.4.4
(restart pc after each dns change to be sure~)
(YES, there are many other DNS you can use too - google has had problems too)

Some have had success with an admin/elevated command prompt and

**** Yes, the use of Onedrive can cause problems. For some, they "say" they need it "on" (have NOT been on a system like that yet). For others - it refuses to work unless it is off.

Open windows/system32/drivers/etc - RENAME hosts to hosts-TEST. (notice I said -TEST)
If it works after you rename it - you should look inside to find rockstar, gtav, social club related entries and remove via editing (usually as an admin).
(yes this includes ones that say DONT REMOVE!!!!! put there via tampering/cheating)

Old - still relevant / Yes, this is in regards to the "this steam account is already linked to another.. blah blah". 1 steam account = 1 cdkey = 1 social club account. Unlinking is not what you want - and no, you also cannot create a new social club account through the launcher. *** Recently, they have also changed the website, and may be still working on it - options are appearing that were not there hours/days ago. If you have issues - try diff browser, isp, computer, disable adblock/scriptblocking, possibly cellphone/vpn - blah blah. No longer care about inability to open a website that may/may not be in "turmoil".

Preferably you WANT to live/web chat with support - give them your steam info/cdkey and sort out the problem. If you CAN'T log into the website - create a NEW social club account ON the website using a *NEW* email, VERIFY the NEW email, and use THAT to chat. (you can submit a email ticket - if you don't care about the wait and want to add the risk that the underpaid bot/support help incorrectly responds to you - further prolonging your issue). There also appears to be a button to request a callback if you won't go into a seizure if someone calls you on the phone. The buttons and options change - look around under the various places for WEB TICKET / livechat or callback. zzzzz.

*Edit - Look - almost a year later - still updating this horsedung. There is/used to be a livechat/webchat option. They also had a callback button for support to call you back. *** Months ago R* force logged everyone out and required everyone to log back in. Since steam automatically logged in - people have long since forgot their email/passwords (you could even CHANGE your PASSWORD on the social club website - and steam would still automatically log in with no prompt). They have also long since lost access.... to their social club accounts(phished, hacked, poor password security, keyloggers, you name it) - to which the steam DRM also protected them. Of course, other reasons like old unused emails purged, etc etc. Regardless - many users have come back and stated the email on record at R* was NOT the one they thought was. Toss onto the pile that R* is having issues/delays in sending password resets, their website changes and updates (like not allowing usernames anymore and only emails) - it has been nothing short of a complete disaster. -.-




***You may have already had your steam linked via MaxPayne3 or LANoire. You may have also already "removed" a copy from steam due to banning. Your gift "should" be giving you back the same cd key - making gtav unable to go online on that steam account again. Yes, this error can sometimes happen due to ISP/dns/connectivity issues. Be aware - the above is basics. All sorts of strange interactions can happen with conflicting apps, programs, drivers, settings, and hardware, and updates - especially windows 10. Largely bypassed by opening msconfig - services tab - HIDE MS services - and disable the rest. Then, startup tab in msconfig (or taskmanager) - and disable everything on startup there too. Apply/restart pc - and try again.

Disclaimer: If I didn't give this link to you - YMMV. People link my stuff- many times incorrectly. The info here is for 'common' issues, nothing 'specific'. More a list of common things when people don't give details, and a request for more info if it doesn't work. IF you've an actual error code/(logs), error on screen - you're better off targeting that.

Back due to popular demand and complaints - for some reason I need to append the mandatory first step to troubleshooting any steam game - to the top of this help link. /facepalm

RESTART THE COMPUTER AND VERIFY CACHE.
(rightclick gtav in steam, properties, local files tab, verify integrity)

(R* version - run gtavlauncher -verify -.-) ---- and yes, I will request you do it again later.
(*then- open steam/steamapps/common/gtav/installers- rightclick r*launcher installer - run as admin, socialclubsetup- run as admin)
(running gtav .exe's as admin "tends to" cause problems - don't)
Run steam as admin instead/first.
Some users may need steam, gtav, r* launcher, and social club .exe's as admin.

Hopefully, when it runs again, it self updates correctly. It 'should' update social club as well.

If you launch the gta5.exe from the folder and get missing files (mfreadwrite, mfplat, mfcore, etc - those are related to N/KN windows instead - info listed further below). If you get missing api-ms-win-core files - you can 'try' copying all of the api-ms-win files FROM the folder that the R* launcher was installed, and paste in the gtav folder to test. IF it works, it just signals you have other issues related to vcredits, .netframework, possibly OS files/updates. We'd like to think that R* has brains enough not to ban for their own files - right? I do. This however may/will add extra steps to some storymode modding/cleaning guides - that you need to remember.

Running msi afterburner/riva statistics, razer, rtss, fraps, cam, nahamic, and more? Stop/close/end and try again (or any other overlay, audio, video, performance related program). Then, whatever program is causing the problem - you could try uninstalling/reinstalling/updating/beta version-etc. YMMV~
(If you are incapable of stopping/ending/closing those apps - uninstall them)
(no, I don't care if they "used" to work - you are eliminating variables/testing)

Recently updated gpu drivers? Uninstall/downgrade/revert. Test.

June/July-2020
Happened before out of blue, happening again. Spanish/non-english language in windows causing issues loading, crashing after a few minutes. Change to english temporarily til ms, r*, etc fixes issue. Yes, this 'could' happen to english at some point. Some users are also finding luck with copying dinput8.dll and d3d9.dll from windows/system32 to gtav root. YMMV on both. Yes, WHEN windows updates - and if these files are updated, you may very well need to remove them from gtav folder.

Feb-2020
Some regions/ISPs are intermittently causing crashing due to their DNS.
Changing dns to google (or something else) - has resolved most instantly.
Subject to change, based on isp updates/changes in background - so on.
Some users also mention disabling ipv6 in this instance to cure too - YMMV.

Mid-2019
Windows10 spatial audio known to cause crashes and other issues. Disable it.
Rightclick speaker at systray, turn it off.

Oct-2017 NOTE-- Win10 fall creator update - with mandatory ASLR and Controlled Folder Access- CAN cause problems. (google to find them)

Additional 3rd party AV, firewall, security, vpn, network optimization/filtering software, audio/video software(razer garbage included), performance monitoring software, anything with overlays can also interfere, and even OC's. Stop, close, end them and try again. Unplug any usb device except kb/mouse also. You can also test adding gtav/social club to exclusions/whitelists for antivirus/security/windows defender.

If you have trouble closing various programs-
Open msconfig, services tab, hide MS services - disable everything else not gtav/r*/sc related.
Then Startup tab/taskmanager - disable everything - apply/restart.
Boot tab - advanced options - DEBUG should NOT be check'd. NO CHECKMARK.
(this being check'd can ALSO trigger 'Rockstar games launcher failed to initialize')
Apply/restart- Test gtav again with a much cleaner windows startup/load.

Any R* /social club /antiban /telemetry /bad sport trash in your hosts file that you didn't show because you think you're being sneaky? ( in c: \"windows"\ system32 \ drivers \ etc - hosts )
RENAME hosts to hosts-garbage to remove your cheater/tampered hosts file.
Try gtav.

Yes, I can teamviewer and attempt to fix your problems - BUT you better have done most everything in this link, and the steps BELOW -.-;; All the help I provide is in my 'free' time - don't waste it (like so many do -.-). Like I said, they fix the most common things.

Clean Steam GTAV - Open gtav folder. (rightclick gtav in steam- properties- local files- browse.)
Enable viewing of file extensions/ show hidden/protected files. (google if you don't know how)
Delete anything that is NOT a folder AND is NOT a .RPF file.
-OR- If it isn't in the screenshot below - DELETE IT.

**NOTE***Since the launcher update -.-;; social club also updates itself - seperate from the gtav/installers folder. Typically, that update is in the program files / rockstar games / launcher / redistributables folder (as is the VCRED folder there, and I would run both of those as admin too and uninstall/reinstall them). Location may vary based on initial install. It is also possible that the newest version is available on the R* website for reinstallation vs a potentially older steam version / relying on it to correctly update.
You can also delete the program files / rockstar games / launcher folder and reinstall it too.
(again, location may vary - if you installed it into the gtav folder - look at step 1 para 2)

For directx - I would highly suggest you grab this .bat file and run it as admin.
It will move 90 directx files (2 locations - 180 files total) so you can guarantee clean files.

I suggest a pc restart afterwards.


Next - DO it, I don't care if all your other games work fine - Uninstall your gpu drivers/settings and reinstall them clean/fresh and rule it out. Control panel / installed programs and uninstall them though - (I suggest using DDU in windows safemode as quite often a normal uninstall/reinstall is not enough)

There are some known programs social club currently has issues with. There could be others.

(If you have extra firewall/antivirus/security software - temp sleep/disable - it may interfere.)
Scan hdd(s) for errors too.
