Crashing in few seconds to minutes in both Single or Multiplayer
There are others who have had better luck by adding gtav game / socialclub folder to whitelist/exclusions for their antivirus/security software - this include windows defender.
(steam/steamapps/common/gtav AND programfiles/rockstargames/socialclub)
(7 instances of ESET causing same issue recently - whitelist/exclusion 'not' working)
(5 users uninstalled it - instantly worked, 1 didn't. 2 reinstalling worked, 1 didn't)
(YMMV heavily) (mcafee now also caused issues in 2 instances)
Edit - (Malwarebytes in 3 instances now)

Others- have needed to verify files - after doing so, especially on fresh installs. Steam verify can... tell you the files are 100% and they aren't. It happens. Also helps if you are running steam as admin. (R* users run playgtav -verify or gtavlauncher -verify and pray it works)

Reinstalling gtav also doesn't guarantee mods were removed - if any were added. That would be the various threads where people didn't remove their mods - completely. If you had to smoke your windows install because of a cousin - I'd definitely do a doublecheck. There are 2 links on my profile 1 for steam, and 1 for R* mod removal.

In the past - yes, my docs/rockstar folder/subfolder/files perms have caused crashes - is where the suggested rename comes in - so steam/gtav recreate it all.
(rename my documents / rockstar games to rockstar games-garbage)

Various other 3rd party programs have caused crashes (like network optimizers, internet download managers, etc), there have even been people that have let me TV, "fix" it, and proceed to shove cheat menus into it - and claim it was still crashing (promptly unfriended/ignored).
(msconfig - services, hide MS services - disable the rest except R* related- then over to startup/taskmanager tab - disable it all. apply/restart pc - try. if it works, slowly - re-enable stuff to find culprit)

There have also been crashes caused by tampered hosts file (closely related to cheating).
(open windows/system32/drivers/etc - rename hosts to hosts-garbage - test gtav)

A couple have reported success going into online via the main menu via the "bonus" activities. Not "online" and not into sp, and then online. YMMV - as these users have also gone as far as letting me tv, disable everything, and one even claimed a reinstallation of windows. Also bear in mind - all 3 of these users had evidence/admitted to cheating. Take that for what you will.

Recently - some DNS on tcp4/6 are straight causing crashes. Changing to google dns = immediately no crashes. YMMV - depending who/what/where the other ip's came from.

And of course - for the linux/proton/wine people that wander in and don't say so -

(has only been given to me as a "fix" for others - goodluck with it)

**and as of March 27, changing the language of windows to english is a valid workaround for "mostly confirmed" spanish users. OS/build/version/patches dependent.

1-Windows defender - mandatory ASLR and controlled folder access -
Mandatory ASLR - disable. (or add exception for each program (just disable -.-)).
(typically prevents social club from installing - and is a function of windows defender)
Controlled Folder Access (also in windows defender)- disable, or... can leave on, but add exceptions for-----
gta5.exe, gtavlauncher.exe, program files/rockstar games/social club/socialclubhelper.exe
(if you don't know what/where mandatory ASLR or controlled folder access is - google it - win10)
*new launcher in september 2019 - also valid .exe's/folder - program files / rockstar games / launcher <-- usually default location

And YES - if you DISABLED windows defender - RE-ENABLE IT and VERIFY that you have not turned those options on. In the cases I've tested - disabling windows defender does NOT disable those options - merely your ability to toggle them.

2-Changed your my documents folder from default? Enabled readonly/hidden my docs / rockstar games folder (or anything below that)? UNDO IT. Any other antivirus/security software? Temp sleep/disable - or add gtav/social club to exclusions. Onedrive can also cause issues.

3-For giggles - also rename my documents / rockstar games to rockstar games-old
Exit steam, rightclick steam, run steam as admin.
Try gtav again, see if it is recreating that folder/log files inside/etc.
This also covers savegame corruption - do NOT use cloudsync when it asks afterwards.

4-IF GTAV DOES NOT RECREATE my docs / rockstar games after you renamed it....
(or my docs / rockstar games / gtav OR my docs / rockstar games / social club...)
Then you create it. Make a my docs / rockstar games folder. Go inside of that folder.
Mke a "gta v" and a "social club" folder. Exit steam, rightclick steam, run steam as admin.
Try gtav again. It should place log files in each. If it does NOT - f'n say so. -.-

4.5 - remove/disable mods if currently in use for testing -.-

5-A few cases been resolved running msconfig and disabling all non-ms services and startup apps. There is a services tab, and a startup tab. Disable all NON-MS. APPLY. RESTART.
(yes, this INCLUDES your garbage antivirus/security programs - disable them. Uninstall them if you cannot disable them. Rule them OUT)

6-Also a few fixed by running adwcleaner from toolslib - scan/clean. Restart pc.
If it does not ask to restart - restart ANYWAYS.

7-That's JUST BASICS - not counting any new wrenches the win10 update may have tossed in. (awhile back it could be caused by some issues with antivirus/security/firewall stuff too) A link with many diff social club fixes - including the above+more related to this issue~

Else, other steam accounts, gifts, and loopholes shenanigans. YMMV - and you are all on your own there/google as -most- people 'needing that' are trying to bypass bans/punishment.

PS- And no, familysharing it to a new clean steam account doesn't work because double/DRM - 3rd party DRM. You got the same cd key on repurchase - and it's already linked to banned account.

TL;DR - Steam gtav = 1 steam account = 1 cdkey = 1 social club account.
Banned = new steam account + new cd key + new social club account.
Not verified on R*, or EGS versions - but likely the same '1 key/account' - which is banned with social club account being banned.

It "should" rename.

FORCE end the STEAM process through taskmanager -.-
Then attempt to rename - again.

It renamed? Great.
Now create a "steam/steamapps/common/Grand Theft Auto V" folder
Move everything from the 271590-OMG folder to the new Grand Theft Auto V folder.

Steam should still be closed.

** Potential 202/Connection Fixes **

Social club/login/connection issues -

New user? Can do steps to rule it out - as you've no proof it ever worked. Test gtav after each. Randomly started with ZERO explanation or changes to system? Get a sammich or bio break? It may be less stressful to simply wait a bit -.- (or do the list as well, in order -.-) (or if doing something makes you feel productive - even if the problem isn't your end -.-)

~Restart pc, modem, router. The idea is to get a new public ip. Some users may need to power modem/router off 5-30 minutes. Some hours, sometimes it is easier to do it overnight. Take note of your ip before - so you can be sure it changed.

Exit steam, rightclick steam, run steam as admin. Try gtav again. (or- adjust steam icon properties/compatability to run it as admin -.-)
(do not run gtavlauncher or gta5.exe as admin - for steam version, 95% causes problems)

That said - since the new launcher, many others are finding they need to set all .exe's to run as admin. That includes gta .exe's, social club .exe's, AND R* launcher .exe's. You can test both ways - making sure to cover all of them, or remove all of them for testing.

Verify cache on your gtav install - rightclick, properties, local files, verify integrity.
(R* version - use "gtavlauncher -verify")

Open program files AND program filesx86 - delete rockstar games / social club folder.
Open my documents / rockstar games - rename social club to social club-OLD
(or my docs / rename rockstar games to rockstar games-old)
Reinstall social club - steam/steamapps/common/gtav/installers - rightclick-run as admin.

Lazy/don't wanna read? There are tools like dnsjumper that you can use to also quickly change your dns. (yep, put at the bottom of the dns section because "reading". -.-)

(if you have 3rd party antivirus/firewall/security software - make sure it isn't blocking too)

You can also disable the entire firewall - and TEST.

If there is a commandline.txt in your gtav folder with -scofflineonly in it - remove it.
Do NOT remove it unless you are SURE your gtav folder is clean of mods.

~And.. for the heck of it... google adwcleaner from toolslib/malwarebytes and scan/clean.
(Some updates to AV/security apps have caused issues with SC - possibly try with them temp sleep/disabled - a few even require uninstalling to completely remove for testing)

You can/and should also test - open msconfig. Services tab. Hide all MS services.
Disable EVERYTHING ELSE except R* related jfc -.-;;. Apply. Go to startup/taskmanager in msconfig.
Same thing - disable EVERYTHING. Apply - restart computer - try again.
(this is a place where some antivirus/security will not disable - uninstall them)

***~As of early Sept2017, there have been quite a few having connection problems from overseas locations. A few have had success USING vpn's - but YMMV - as it isn't the ideal solution to connection issues - just another way to skip around them. (typically 202 errors only -.-)
*Feb2019 - Also of note - vpn usage has had differing results depending WHERE you set it to. Lately - much better results if you use a NA location. Also, many users have reported they could disable the vpn AFTER connecting - YMMV.

If you really know what you are doing - you could try resetting modem/router back to DEFAULT via holding buttons/restarting/etc. Obviously, reconfigure (or try at default).

**Oct2017 - 5, have fixed this by uninstalling, and updating/reinstalling their network drivers.
YMMV.

** Using mobile hotspot, cell tethers "may" cause problems - depends on provider.
Some ways to test, are trying diff isp, cell, friend's place, vpn, etc.

**As stupid as this is - unplug all non kb/mouse usb devices. 1 instance so far. -.-

*ps - Dear god stop using cloudsaves. Be responsible for your data. You also won't have to deal with horrible up/down speeds while simply trying to log into the game, issues with permissions reading/writing files, or get stuck when there are server issues.

JUST TO NOTE - GOOD GOD - There is no guarantee the stuff below fixes your problem. Sometimes problems with ISP, connections, DNS - between you and R* can have issues. You might just have to wait... everyones' situation is different. Also, don't be banned. You can check by going into storymode and taking a look at the minimap.... -.- There are many fixes here because gtav/socialclub/r* launcher has many issues. Some users have many problems, not just one. Some give zero details, what was done, what was not done, what was skipped, ignored, etc.. etc.. -.-

*Exit steam, rightclick steam, run as admin. Try gtav. Exit properly/crash out. Then----
I'd open my docs / rockstar games / launcher / launcher.log - copy/paste it here. (so we can see)
Same for my docs / rockstar games / social club / socialclub_launcher.log...
Start/run(windowskey+R) - eventvwr.msc - custom view - admin events - find/copy/post report.

*With the new launcher, some users need to set steam, gtav, r* launcher, AND social club .exe's to run as admin. Some only need steam. Think of it as a chain - steam, r* launcher, social club, gtav - while you test various combinations including all/none.

From here on do a gtav test after each paragraph/break--------------

Rightclick gtav in steam, properties, local files, verify integrity of game cache. -.-
(R* users - run gtavlauncher -verify from command prompt or modify shortcut)

Restart modem, router, pc. Entirely. All 3 - try again. (not sleep/hibernate in windows)

New user/drivewipe - be sure you've done storymode/prologue and have a savegame/point.

*Open my docs- RENAME / rockstar games / social club to social club-OLD
Can also try - my docs / rockstar games - renamed to rockstar games-OLD
Try gtav again.

If you are also a NEW user/player to GTAV - but using an OLD social club account - be sure to log into the social club website - and verify your password/regional information are correct. Some steam accounts are also already linked from other R* games - LANoire - MaxPayne3. You MUST use that social club that is already linked - or contact R* to fix it.

*Checkmark autlogin and remember me too - while a new user, logging in first few times.
(until it quits prompting...)

If your web browsers have an offline mode - be sure its not enabled. (/facepalm)

Quit tab'n out or using steam overlay while it loads - I don't care if you are bored.
Stop using it while on load screens. Also - try loading storymode first, and then going online. Sometimes- system dependent - it can't adequately handle loading the game and establishing connections at the same time.

Using windows 10? Did you turn on Controlled Folder Access in windows defender? Exploit guard? ASLR? Check-adjust/etc - allow my docs / rockstar games and sub folders. Or turn it off / apply / restart if necessary to test/rule it out.

$##*Then - I'd grab adwcleaner (from bleeping computer) and mbam(malwarebytes antimalware) and run scans - if you believe your antivirus or not - if you have av or not, ms defender or not. Grab and run these. I'd also install ccleaner - clean registry/temp files.
Feel free to uninstall after.

$*If you have an antivirus/security combo - does it have a firewall? You may need to configure - you'll have to mention so - as that can be a hassle. In some cases - disabling doesn't work and you may need to temporarily uninstall it. (Uninstalling is the surefire way to narrow down issues and what I really recommand - elimination of variables only makes the entire process easier).
This includes netlimiter, peerblock, other filtering/blocking software - as well as security software locking/preventing access to my docs / rockstar games - etc etc.

You may also need to - depending on the severity of your av/security - actually whitelist/exclude the various things as some can/do interfere with proper comms. Again, steam, r* launcher, social club, and gtav .exe's~

##Verify your windows date/time are correctly set/syncronized.

$##*Is windows firewall still enabled? (you can try temporarily disabling it)
(PREFERABLY, you can open it - check OUTBOUND rules for gtav - you can delete)
(Inbound rules - check for rules for gta5.exe / gtavlauncher.exe / subprocess.exe)
(subprocess.exe is in program files / rockstar games / social club)
(check that they are greenlit as well and not disabled..... /facepalm)
For INBOUND - If you do not have all 3 of those - delete the ones you do have.
On the right, add new rule - base it on a program, find the .exe's for all 3.
Set them to allowed. It is pretty simple.
If you would prefer to keep your 3rd party firewall enabled - same thing.
Add permissions for those 3 .exe's - or add ignore/exceptions so they aren't filtered at all.
(this is AFTER disabling/uninstalling as test - and if the firewall is KNOWN to be the issue)

*Doublecheck there is not a commandline.txt in your gtav directory.
If there is - open it - if -scofflineonly is there / remove it~
Also check it isn't in the launch options for gtav on steam.

##*I would also verify social club and gtav are clean installs--- STEAM ONLY

There ARE other DNS servers you can try - google around~

*Navigate to windows / system32 / drivers / etc - open hosts file (with notepad/etc)
Look for and remove anything rockstar - social club etc.
(if you have a huge list - you can also try to rename hosts to hosts.temp and test)

#If you are getting errors at the cdkey windows - make sure to hit BACK, and check autologin / save my info - and verify your login/pw are correct.

In some cases - long / infinite loading and "user verification errors"can be caused by other background programs (like razer programs -.-).
Start- run- msconfig- services tab, hide ms services, disable the rest not R* related.
Startup tab / taskmanager - disable everything there too. Restart pc - try again.
You can also tinker with raising priority on the gta5/gtavlauncher/subprocess in taskman.

*Verify you can infact log into your social club account on the website as well.
Use Internet explorer - if it doesn't open properly and only shows links.... try this--- Certificate install - Also doublecheck default browser, proxy settings.

If you have infinite loading for social club at startup - leave social club loading-
open taskmanager- look in process/details tab for any WMIC processes - force close them.
If it works, you'll need to figure out what program/service is starting WMIC.

Open my documents - rename rockstar games to rockstar games-old.
Create rockstar games folder yourself. Go into that folder.
Now create both- "GTA V" and "Social Club" folders.

No real info on this next one - other than it has helped with some other problems - YMMV.
(seems to autogenerate itself - will test more later)
Open c / users / usernameinwindows / appdata (hidden/system) / local
There is a rockstar games folder - rename rockstar games-old

$*If you are using any other lan management software (like killer lan performance suite) I'd uninstall that too. In this instance be sure to find/download the standalone driver for your network card first incase there are problems. IP hiding programs? Uninstall. VPNs? Uninstall. Narrowing down the variables will make it easier to figure out what needs fixing if/when you reinstall them~
Wanna kill it all at once??
Open msconfig - services tab - hide MS services.
Disable everything else. Yep. All of it. (except any BASIC gpu driver stuff)
Also open the startup tab (or taskmanager/startup) Disable it all /apply there too.
Apply/restart.

$*Your router/modem could also be cause for issue (you did already restart these.. right?). Some setups dislike dual NAT setups - so try to put the modem into bridge mode (unless its a combo). In some cases you can google/setup port forwarding with static ip's on your lan and fix some of these. You can also try using DMZ here, make sure you are inputing your current pc's IP. Most of this paragraph is dependent upon ISP/available hardware. It might also be worth testing the disabling/enabling UPNP, and firewall/protection ON the router/modem itself - TEMPORARILY. You could also be really brave - and default/reset the modem/router.

$*Others have had success USING vpn's as of late - in most cases, not enough info / logs / things were tested to my liking to fully find the real problem. (except one lastnight that I manually did myself and was fixed just working the list of things above). *Note - some state that vpn's cause bans - however some have used vpns since release - not enough info to lean either way. Some have also tethered to their cellphone / try at friend's house / basically test on a seperate internet/ISP to atleast pass authorization / rule out ISP/dns. Again, this is just a posted idea for testing a seperate isp/route to R*.

$*Using wifi to play can sometimes cause problems. If you are in public lobbies and getting these errors - sometimes losing/having the connection severed can cause this
error.

You can also test by creating a new LOCAL windows user - give it admin access.
Don't use any funny character, spaces, or underscores just in case.
Log into it - let it do the first time setup - and then start steam, try gtav.
If it works this way - it is definitely an issue with the my docs/perms/something stupid.

After all that and it still doesn't work? Default the windows network settings.
Try again.
And - go back to the top - post those logs again - we can look for changes~

PS - bonus points for those feeling adventurous. Google your network card. Download drivers for it. Start/run devmgmt.msc - and remove your network card, and uninstall the drivers with it and redo the network card/drivers / network connection / etc~

*And if you are REALLY adventurous-
admin command prompt - and run sfc /scannow

Yes, I can teamviewer and do this stuff - however / preferably - not before you did. So sick of being told stuff don't work / I did it all - and I take my free time to literally do what is listed - and fix it in a few minutes. Don't be lazy - respect my time. -.-

My documents on F (not default) is "usually" a problem - depending how its routed there (or has Onedrive issues...) When did this start happening? OS update? Change something?
GTAV PREFERS A DEFAULT my documents location.

To be sure social club is installed entirely-
Open c:\program files/rockstar games - delete social club folder
Open c:\program files x86\rockstar games - delete social club folder
Open my documents - RENAME rockstar games to rockstar games-OLD
Open steam/steamapps/common/steamworks shared/_commonredist/vcredist/2012
Run both x86 and x64. Uninstall. Run both again and install.

Run dxsetup as admin - restart pc.

If there is ANY error when installing social club - restart the pc. Try to install it again.
Sometimes there is an error with a temp folder - restart pc - find that folder - delete it.
(usually users \ "username" \ appdata \ local \ temp)
Sometimes the entire temp folder needs to be removed/renamed/recreated.
Some have had zero hard drive space and needed to clean.
(social club itself needs to uncompress to install - and uses the windows temp)
Some have also stated they needed to empty the recycle bin.
Others - needed to go to windows / safemode to manipulate the folder.

Steam version -- Changed any compatabilies/runasadmin on the gta5.exe or gtavlauncher.exe ? Undo them also to test. Some system need them, some don't. Run steam itself as admin. R* ver -- "some" users require *run as admin* - leave those - undo OS compats.

If your "program files" and "program files x86" are setup on a drive other than C:
You may have issues. You can also try copying the "rockstar games / social club" folder from each of those locations to their c: variant to test.

The windows 10 fall creator update - with the exploit protection, mandatory ASLR, /controlled folder access- can cause problems if you enable too many / or don't allow access. If you've turned them all on - try disabling, and then going through the social club install again.

Other antivirus, firewall, security apps etc - need to also be disabled for testing.
If it still doesn't work - uninstallation of some of them - may be required.
When in doubt - rule it out.
*ESET Mcafee and Bulldog at time of this post caused issues even while in sleep.
Uninstalling them til gtav works is preferable. Others may need uninstalling too as time goes on / apps are updated.

Oct-2017 NOTE-- Win10 fall creator update - with mandatory ASLR and Controlled Folder Access- can cause problems. (google to find them)

You can check with regedit (which you run as admin) --- and navigate to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
And look in the right pane for Personal - what does that say?
It should say %USERPROFILE%\Documents
You can forcibly change it here as a test.
(make sure to exit regedit afterwards)

Open windows explorer - go to c / users / username
Rightclick My documents - properties - location tab.
Restore to default / apply/ok.

Then - exit steam, rightclick steam, run steam as admin - test gtav.
Still don't work? Open my documents - RENAME rockstar games to rockstar games-OLD
(your saves will be in renamed folder - my docs/rockstargames/gtav/profile/profilename)
Try gtav again.

Still? Delete my docs / rockstar games (now new/useless - you are doing directions right?)
Then CREATE rockstar games folder. And inside - CREATE "gta v" and "social club"
Try gtav again.

Some users have needed Onedrive running (because it was setup that way).
Others have found it necessary to close it. YMMV.

*** first, front and center *** Do NOT confuse the code 16 error if you are modding downgraded versions of gtav with the information in this link. This link was created for code 16 errors pre-late march, april 2023 where downgraded versions throw code 16 after the launcher update.



There are a couple different things that can cause the code 16 ranging from permissions/lack of, antivirus, security, and some other.. trash. -.-

Start with this - verify you can infact log into your social club account on the website. Use Internet explorer - if it doesn't look right / only shows white/blue links carry on.
(dec2016 - for some- pages now appear proper - and "can" still be resolved from below)

Below steps are valid for Javascript callbacks and code -1002's in socialclub_launcher.log
and ----*****Mar/April 2016 - this also displays as an error code 16

Try gtav again (after the cert install and computer restart).

If the certificates are absolutely known to be installed properly... (ha ha -.-)
In a few cases - code 16's have also appeared from corrupt OS system files.
Running an admin command prompt and sfc /scannow fixed those.

I have yet to find a code 16 that was NOT fixed with the above instructions.
If it doesn't work for you - I suggest you double/triple check you did them correctly.
(or find someone who can - like me, teamviewer, over candlelight~)

Due to the new launcher - and possibly mutating issues due to multiple errors conflicting with each other - it is also possible for other background apps, antivirus, security apps, and browsers to give you issues with this (especially chrome at the time of this post). Temp pause/sleep or disable (possibly even uninstall them temporarily) and try again. The new launcher also installs vcredist 2015-2019 and you may need to be doublecheck that has a clean/correct installation as well.

Edit - I should note - this is from 2015-2019+, and typically certificate errors. The (2020/21)new launcher/social club versions are also pop'n code 16's at a different location and not generally being repaired via the certificate. Most are seemingly repaired via sfc scannow, fixing/reinstalling vcredists, directx, and who knows what else. R* isn't known for giving singular problems singular errors. -.-

Incase you still have problems because the above "doesn't work" but the code 16 has disappeared - it has other assorted fixes for social club---

** There have been a couple incidents now - where after this link, code 16 still appeared. It then resolved itself after a couple hours, or even minutes. Leads me to believe there are now additional causes for this error that are not on the user end (like a couple other errors now). -.- Still needs more testing. --- months later, still unverified. Pretty sure certain end users were lying.

Onedrive can cause problems, non-default my docs locations can cause problems too.
Antivirus/security(windows defender included) software can, malware/adware can. Permissions can. Be thorough. Some users need to whitelist/exclude the social club folder (and sometimes r* launcher, and gtav folders too -.-;; really depends on software being used/update/version). Yep, this includes the .exe's involved if you are using Controlled Folder Access / windows defender - whitelist them, or turn CFA off (this is likely relevant for anything using R* launcher/social club - and my docs / rockstar game folder - like rdr2). Sometimes additional/improper 'run as admin' on various .exe's can trigger it - generally remove from all (gtav, launcher, social club - test, then only steam/launcher, test, etc).
To the point you even try a NEW local windows user, with admin access.
Can't figure it out - I can also teamviewer to check/test.

Various Gtav window/resolution/size issues - problems saving settings, etc
April2021 - Logitech Ghub also causing issues with correct shutdown/restart of gtav. This in turn can interfere with graphical settings that request a game restart.

Exit steam, rightclick steam, run steam as admin.
(some users may also need r* launcher, social club, and gta exe's set as admin too)
Open my docs / rockstar games / gtav / and delete settings.xml
(some cases it has been read-only or hidden too... -.-)
-if that don't work -
Try renaming my docs / rockstar games to -OLD
The game SHOULD recreate the folder, and subfolders + settings.xml by default.
(if it doesn't sometimes you can manually create rockstar games and subfolder 'gta v')
Try again.

There ARE some cases where fraps, tv, geforce exp, or other 3rd party software will interfere with settings - usually that ends in a crash. Can try force closing/stopping them to test. Maybe R* changed it enough this time to give/not give an actual error -.-

And - some users have mentioned actually needing to go into game (not main menu) before accessing the settings/changing them and getting it to save and/or doing benchmark then save.

Something else to possibly check - with the FallCreator/Win10 Controlled Folder Access...
If you are using that - I'd see if gtav is allowed to function there too. Onedrive is also known to cause interference. As well as 3rd party av/security software. Whitelist/exclude gtav, r* launcher, social club.

Others have mentioned using geforce exp, or other settings "interfering programs" *cough*
to set resolution. Of course - the good old DDU / clean install gpu drivers.

Some posts floating around mention not using the same hz as set for monitor in windows. You should also check desktop resolution, and different scalings mode for the desktop/monitor.

Make sure you are plugged into the correct gpu incase you moved your pc / plugged into onboard/incorrect.

Obviously, make sure settings.xml is not read only.
(quite possibly - make sure my documents / rockstar games is not hidden)

Update- and because it seems to be a common thing to hardcode your resolution from...
shortcut target, steam launchoptions, or commandline.txt - clear those too... -.-
Or suffer ridicule again later when you can't change resolution and you forgot them~
