These were added in a prior update but weren't functioning properly, they should now be working fine:

• All user comments are available on profile pages
  
• You can now ban users via their profile, and enter a reason and duration

In addition, some changes may help with spammers:

• 1 minute cooldown period between posting comments
  
• 3 minute cooldown period between posting mods
  
• Comments are limited in height, so major spam will not be so obstructive
