1. Provinces you need to gain additional Troops or Retainers
2. Clan provinces, for influence and consolidation
3. Free provinces, to gain terretory
4. Provinces of neighboring clans or other clans who are in range for an attack

(Leaving matches for better Win Loss ratio will not be punished, now or in the future, it is disshonourable but there is no rule against it for now.)
