As His Majesty, Vilijam I., King of the Serbs, entered Belgrade for the first time with his procession of courtiers, military officers and newly-appointed government officials a new decree was declared to organize the nation effectively,

Organization of State

In realizing the inefficient governance of the nation at current, and in an effort to solve this, the following points are henceforth in effect:
  • The King will have sole ability to appoint government.
  • The King will have the sole ability to legislate
  • The King may defer duties upon his appointed government.
  • The Parliament will compose of 500 dignitaries, half of which are appointed by the King.
  • The Parliament will have an advisory position.
