Dev can create as many branches as he wants. And this differs per game. In that case with Phenya, we had one. In your case - I think, that dev created this branch to prevent reselling review keys. We will know this after Dev response.

I told you before you're given me your key that I don't want to get a testing key. You've taken the risk - that your key can be a beta / duplicated / invalid / etc.
Don't try to convince someone that it's different than it really was.

You can tell what you want but the only Steam interpretation is valid. You can risk with your own account with the breaking of Steam guidelines. Don't push others to base on your certitude.
