My suggestions: Make a makeshift town with safezon radietors at the corner of the map with a bynch of npcs, make an npc that sells gun neaar military base , and some sort of drug dealer that sells berrys in a corner of one of the cityes, make the server pve and put an npc that sells food like the one on the liberator but with more stuff
