All members have the authority to invite new memebrs to our group, so I'd suggest you invite anyone who 1) wants to be a member of the group, and not just throw around random invites to people you know probably don't want to join and 2) is a relaxed, fun and generally cool person.
We'd welcome any new member to our community, as long as it's a cool mudkip. o/
