In the group Steel may execute exexcutive orders or call for a vote by the council. The council may also make orders without Steel if the time contains one of the following:
-Steel is not and has not been on the entire day and is not responding to any attempts of contact.
-The situation is of dire importance such as:
-The base is being raided
-The situation is time sensitive
-The outcome will not overall have any affect on the group or its integrity
