A member of the SOTCF must vow to never hurt or opress a commoner. If he sees a commoner who's being repressed or hurt then he may go and save him. Members of other factions who are being opressed unjustly by others can also be counted as commoners as far as they act humble and don't do anything to quicken their deaths by the opressors.
