Micro update to fix the Quick-Fix's build rate, since Valve decided to secretly change it again. They reverted the Jungle Inferno change, so it now builds at the maximum rate even at its reduced max overheal amount again.

EDIT: Removing arena_watchtower for the moment. Certain weapons refuse to work correctly on it; like the Dragon's Fury, Wrap Assassin and Pomson.
