The German empire wasn't an absolute monarchy because they had a parliament, a constitution and also a separation of powers.
Now it's debateable whether they were a full constitutional monarchy or had a system of some kind of pseudo-constitutional semi absolutism, but nevertheless, the empire definitely had elements of an absolute monarchy, aswell as democratic ones.
