Updates to FPS rates

After long research and looking into the source engine. The rates of the server side fps are not matching the tick rate to the decimal stable. 66.66 to 66 tick rate. This proves to be far better for the games than 300, 600, and even 1000 fps. This is all due to an update in the source engine and modifications made.
