"Offensive name"
I already wrote to steam support about this and I got this answer:

Hey thanks for writing in.

It sounds like you are having a problem with our newly introduced Text Filter. You can read more about how this feature works here, including information on how to edit your personal filter, or turn it off entirely.

We're still gathering feedback from the community and making changes, so I'll make sure that this is passed on to the development team.

I would also encourage you to share any opinions, suggestions, or ideas in the official Lab Discussions. Our development team is actively following these discussions.

In short, this new filter just censored my name. Its coming from german surname:
F u x i u s ----> Fuxis

I dont find it offensive or anything. Its kinda childish to assume that its close to one bad english word..

filter options are broken with the chat-filter update
some people circumvented it by adding * to the exception list for their personal customized filter, causing everything to remain unfiltered.
(not sure why that happens)
Steam uses javascript regex to determine what to filter, but... even so, I'm not sure why your name is filtered.
If you look at the regex rules and look through the lists of profanity/banned_words in the "(steam installation directory)/resource" folder, then you'll see it's extremely odd indeed.

most regex is used in the english filter.
which I assume is also the drive for the forums and profiles
... but yeah no chain of characters '♥♥♥' in order can be found, so.. idk.

ehm... I still see his name as hearts.(♥♥♥♥♥) I would not say that it is fixed.

Btw. I have a very similar issue with my name.
