Server Change - Private Build is now a Dev Server

The private build server is now a dev server for RLC addons and gamemodes. The server is admin only. Admins either look at the server config or message me on steam to get the password.

Work will be beginning soon on a custom gamemode unique to RLC and i will be aiming to fix gmc accross all servers.
