I will find help for you regarding this. Lets see what fix does work for you.
1) You can follow this video: https://www.youtube.com/watch?v=KOtrdb_6VwI
2) Try to install, but with compatibility enabled. Try windows xp sp2, sp3 or fewer. This applied to the installer itself.
3) If that doesn't work. Try to run Quake 3 Arena straight from the executable from your disc. It should run the game.
4) You can try to copy and paste the entire quake 3 folder from the disc into your hard drive and try like step 2.
