Opened diplomatic relations between the two heads of state and their respective nations in Jumādá al-ūlá of 1228 in the year of the Hijra:

His Imperial Majesty Abdülmecid I, Caliph of Islam, Amir al-Mu'minin, 31st Sultan of the Ottoman Empire, Custodian of the Two Holy Mosques His Imperial Majesty Franz Joseph, Emperor of Austria, King of Hungary and Croatia, King of Bohemia, and King of Lombardy-Venetia

The Sultan of the Empire has expressed his extreme interest in establishing diplomatic relations with the other nations of Europe and remarked,

"I already speak French fluently, it wouldn't hurt to learn German! I find the history of Austria and her leaders of the highest interest."

Grand Vizier observes the Ottoman navy aboard O.S. Mahmudiye

The Grand Vizier has recently begun his quest to make sure all aspects of the Ottoman armed forces are up-to-date with the military reforms that took place over about ten years ago and also to blot out MANY misconceptions had with the Ottoman navy and army, the army is to be observed at a later date.

General Reforms applicable to both branches of the armed forces

By the grace of Allah the Merciful, the following was decreed by Sultan Mahmud II of 1210 in the year of the Hijra (1832): That the Fez to be the Ottoman Turkish national headdress, to be worn by civilians and military alike.
By the grace of Allah the Merciful, the following was decreed by Sultan Abdülmecid I of 1218 in the year of the Hijra (1840): That the branches of the Ottoman armed forces adopt a newer style of European dress.

The Grand Vizier was noticing these changes from atop the O.S. Mahmudiye, a ship of the line within the Ottoman navy. She is a three-masted three-decked 128-gunned sailing ship, which could perhaps be considered to be one of the few completed heavy-first rate battleships. Mahmudiye, with a roaring lion as the ship's figurehead. The ship was launched in 1829.

The Grand Vizier is said to travel to the province of Edirne next to observe the army forces stationed within the province.
