Most likely a 3rd party dev be trying to mess with us haha, BUT SLIGHT CHANCE THAT MAYBE ITS REAL! also there is a thing called "RPG - Source 2" https://steamdb.info/app/327620/subs/ (which is somewhat linked to what Valve pushed out "hl3.txt" in the dota 2 update) (Which i think is now deleted)
