Patch 23 is out which releases the trebuchets. As always though the patch has broken the mod and we are left waiting for them to update the dev kit so I can go in and fix the mod. If you would like to help speed up the process please upvote this post https://www.reddit.com/r/ConanExiles/comments/62hbwh/dev_kit_updates_and_mods/
