President Sterling has annouced that Texas must go through an industrial revolution "so that Texas can compete with it's neighbors and European powers." This would include but not be limited to: road/railroad construction, factory consturction, dockyards, and much more. Across Texas this has been called "Sterling's Fair Deal" which would allow any workers that create these buildings and roadways to be able to work and operate in said projects. As well as this, Texas has offered closer business ties with Mexico allowing more Mexican businesses into Texas and visa-versa. Sterling has proposed a railway from Texas to Mexico so that goods can come directly from Mexico and not through other nations.

Sterling has also declared that Texas' cities must be built to last and prosper into the future by encouraging movement and settlement into the areas of Houston, Austin, San Antonio, and the Dallas Fort Worth area.

Defending the coastline from possible threats, Uruguay has been isolationist for the majority of the 20's, but has still profiteered from trade. After the economy collapsed,the current president had to restore order. Now he rules by uniting the Colardos and the Blancos. Both sides have come to a undestanding that the nation must be united to face the oncoming threat and chaos of the world. To do this, Uruguay must be stronger, with a larger army, a larger and more modern navy to face the world's threats. Uruguay's common La Plata culture is shared by the Brazilian rebels, who are fighting against a tyrannous government who wish to oppress the ethnic whites in the province. Uruguay must save these people, but to save them it must be mutually beneficial, or in the future it would never work. As a result Uruguay has to make a drastic offer to defend against the world in these drastic times.



Navarro's Offer

Alfred Navarro hence offers the people of the Rio Grande do Sol province, who has risen their arms against the Brazilian government the promise of a union to defend them against authoritarianism with no legitimacy whatsoever. If Rio Grande do Sol does accept the offer, then all Uruguayan navy vessels, and all of our troops will come to the cause of their rebellion and fight for their right to exist as a single union, a union that stands against the wrong when it is discovered and fight for what is right, if need be to the very end. Together, we will be unstoppable. Navarro will hopefully secure this union, and once the war is over, will step down for a full republic with new elections with the population of the Rio Grande do Sol with total suffrage, and secure their people with the security of full citizenship , with the same rights of any Uruguayan, and on a ending note, this possible Union proposed by Navarro will be just that- a Union. The states will be fair in legislature and political power. Once this war is over, Uruguay will be victorious with their brethren!


The Homefront

Industry is important to the people of Uruguay, and hence that of their northern brothers. The more retooling of Uruguay factories to produce more materials , and the option to focus on a free market and open enterprise to export Uruguayan products, and to simplify the system for our natives to open corporations to form. Anyone with proper citizenship has the ability to open a company within just a few weeks. Uruguay will end up stronger economically then it ever has before, and this deep depression will be uplifted by the souls of our people.

Military Deployment

With the loyalist and rebels still fighting in Colorado, The President had approved the deployment of the 1st army under the aging Pershing and 2nd army under Omar Bradley to pacify the area telling the rebels and loyalists that they should drop there arms and return to peace under the Midwestern Republic.

New England is to gain Maryland, West Virginia and DC. the CSA while having to yet decide a decision are to gain Virginia and Puerto Rico, Union of American Republics is to be transformed into a military alliance(similiar to NATO) in which to raise a fist against one member is to raise a fist against all of us, Guam and Samoa are to hold referendums to decide there path independence, going for japan or go with the Pacific States. the fleet is to be decided seperately.

Formation of the Midwestern Ministry of State Security
