They are not making a new BNL, there is no reason for it and since the first one got destroyed by jagex and sold off to another company that has no intention ever improving it.

You have to wait till the time lock opens mostly the weekend, and than you need a 4 player team to make a match. In total 8 players have to match make, and since the player base is dead and or retard, i wish you luck ever playing one.
