The United States of Georgia

Art. 1.

The USG is a democratic republic. Its law
emanates from the people.


Art. 2. (1) The USG is a federal state.

(2) The Federal State is composed of the
autonomous Laender of New Styria, New Bavaria,
Abkhazia, Wels, and the autonomous city of Tiflis.


Art. 3. (1) The Federal territory comprises the
territories of the Federal Laender.

(2) A change in the Federal territory, which is at
the same time a change in Land territory, just
as the change of a Land boundary within
Federal territory, can - apart from peace
treaties - ensue only from corresponding
constitutional laws of the Federation and the
Land whose territory undergoes change.


Art. 4. (1) The Federal territory is a uniform
currency, economic and customs area.

(2) Intermediate customs barriers or other
traffic restrictions may not be established
within Federal territory.


Art. 5. (1) The Federal capital and seat of the
highest Federal authorities is Tiflis.

(2) For the duration of extraordinary
circumstances the Federal President can, at the
request of the Federal Government, remove the
seat of the highest Federal authorities
elsewhere in Federal territory.


Art. 6.

The frontiers of the USG shall be those existing
on 4th of September, 1804.

Article 7.
Human Rights

1. The USG shall take all measures necessary to
secure to all persons under Georgian
jurisdiction, without distinction as to race, sex,
language or religion, the enjoyment of human
rights and of the fundamental freedoms,
including freedom of expression, of press and
publication, of religious worship, of political
opinion and of public meeting.

2. The USG further undertakes that the laws in
force in the USG shall not, either in their content
or in their application, discriminate or entail
any discrimination between persons of Georgian
nationality on the ground of their race, sex,
language or religion, whether in reference to
their persons, property, business, professional
or financial interests, status, political or civil
rights or any other matter.


Art. 9. (1) The USG subscribes to universal
national defence. Its task is to preserve the
Federal territory's outside independence as
well as its inviolability and its unity, especially
as regards the maintenance and defence of
permanent neutrality. In this connection, too,
the constitutional establishments and their
capacity to function as well as the democratic
freedoms of residents require to be
safeguarded and defended against acts of
aimed attack from outside.

(2) Universal national defence comprises
military, intellectual, civil and economic
national defence.
