Some bug feedback:
• It looks like the leaders are pulling a Unity cost, as well as the EC cost.
• A lot of the leaders seem to have "sop_ib.number.desc", with the number, like for Emden, being 230. These commanders are unselectable.
• Only 3 of the Northern Parliament commanders of the 10 shown have any tooltip with them, and/or are selectable.

Overall I have been enjoying this mod. The only thing I might add would be Graf Spee, as well as Sailor Moon characters.

@MrStabs It's part of Infinite's ability. You should have a gained Contact with the Infinite development area when you hired her. If you contact them you can gain control of the claimed systems. You can also go into her settings in the Star Oath contact menu and disable the auto-claiming.

not sure if this group is still active, but whenever I survey a planet it automatically gets turned into "infinite development area" and all google searches get redirected into star oath 2.0, any help is appriciated
