I think the ones who just have thoughts about it should seek private and confidential therapy. The ones who have acted on it should be imprisoned, rehabilitated, gone into therapy & opt themselves to further research. Lesser imprisonment time if they're willing to cooperate into research and isolation.

I'd probably do more research on this whenever i'm bored. I don't think giving them the capital punishment is the way to go, it seems people are emotionally motivated on this subject.
