There wasn't enough time since four hours is way too little.
There wasn't an overwhelming amount of people who're voting yes.
There wasn't substantial arguments and citations to support their own petition.
There wasn't obviously the fullest attendance of the group, as it seems out of the blue.

2. There doesn't have to be. There just has to be 1 more for than against.
