It's obviously more expensive to sell discs and all that, so it saves money to just bundle the skins on, instead of having the production costs of two separate discs and boxes. And before you says just sell it as DLC digitally, apparently it costs money to do updates on consoles, they have to pay sony or whatever, so again, just cheaper to bundle it. That's why consoles dont have PTR, either.
