There are no valve / steam employees or staff, server techs, steam support, or moderators in this steam related sub-forum. No one in this USER - USER only sub-forum can help you.
Easy answer for that, consider running your own server, you will then have the option to remove anyone you suspect of cheating. Unfortunately, some people will not play fair. Valve use VAC to remove these people, but that takes time.
If you don't want to run your own server, consider joining one where admin play regularly, they can remove these people and let every one else enjoy the game.
If you don't like that option, consider joining a clan or start your own, most clans will ask for a small payment to pay for the server for the whole clan to play on, you will get to play alongside the same people regularly, so you will learn their strengths and weaknesses, maybe even take part in clan battles.
