Report a translation problem
There are scammers everywhere, not just on Steam. The naming and shaming rule is there for a reason, the person you're naming could also be the victim of a scam and have their account used by the scammer to scam other people, making that person innocent and maybe having no knowledge that their account is being used for that purpose. Report and block anyone you think is a scammer and let Valve deal with them.
There are numerous threads here on the forums regarding scams and how people lose their account because of these scams, many are over 10 years old, yet the scams are still used and, unfortunately, successful.
I usually put it like this, treat your Steam account like you would your house or car keys, you would never give those away to a complete stranger, your Steam account should be treated the same. Never give your account details to anybody.
