If the claim that they have had zero input on the budget is true, then Senate Rule 22 is serving its purpose.

Also, according to Trump, it's the failure of the president when the government gets shut down.

What most don't realize is the day to day workings of government continue on shutdown or not.

yeah but it creates an economic shortfall that affects their economies; and in many cases it's state outlets that have to shut down to meet costs. they don't have any reserves to keep running on.

this often creates enough economic disruption to contribute to the circumstances of the next shutdown.
