Honestly it's probably a bit of both?
govt shutdown is just a political show
Getting sick and tired of all their BS rhetoric and control, both of 'em.
Also, according to Trump, it's the failure of the president when the government gets shut down.
yeah but it creates an economic shortfall that affects their economies; and in many cases it's state outlets that have to shut down to meet costs. they don't have any reserves to keep running on.
this often creates enough economic disruption to contribute to the circumstances of the next shutdown.

I recall George Bush and George Bush Jr both president of USA conspiracy about a New world Order.
But it maybe more relevant with WEF speech by its founder and royal family of UK speaking that the covid is an opportuntity for a new world order.
Yet them still think this new world order will be them to control as if them have any to begin with.
These speaches about a new world order are desperations of a government who lost control as UK as many know dreams back to colonization era and it is why Trump talks that leaving Afghanistan was a mistake as it was a colony to USA who today has shut down internet and 99% enclosed itself from the rest of the world, described as " The big holiday" where Afghanistan is completely shut down for reconstruction of the society.
