Going by 80% are NPC figure, it only makes sense upwards of 80% are bootlickers. Which means potentially 10% consciously choose to be bootlickers. But realisticly for many its just an act. They do so out of fear of survival.

All they had to do was to have an actual border. Instead they decided to weaponize/exploit immigrants and immigration causing many issues throughout the US.

They didn't so much fell in line as they themselves lined up to get in their position in the first place. They always been subservient to the order. They would be knocked off their position for the littlest hint of going rogue unless its decided that it somehow banefits the greater scheme of things.
