Yeah I remember the chapter of Gulag Archipelago where Solzhenitsyn paid a bunch of drug smugglers to sneak him in to the gulag. It was a harrowing moment.

They didn't so much fell in line as they themselves lined up to get in their position in the first place. They always been subservient to the order. They would be knocked off their position for the littlest hint of going rogue unless its decided that it somehow banefits the greater scheme of things.
