Having a phone number won't make support go faster. It will only give people someone to yell at.
If people only used Steam Support tickets for Account/Billing issues, there wouldn't be long delays. A phone line isn't necessary. As Tito said, all it does is give someone to yell at for their own computer not meeting the system requirements for a game they've purchased.
This just wouldn't happen. Even if I call my Drs they have a switch board. Companies NEED a switch board. You'd end up having your call answered be a pre-recorded message. All you'd get is people waiting on the end of the phone for hours, a premium rate number, only to be told to wait for a call back. Not to mention call centers are expensive to run... and out sourcing would end up in unskilled workers who speak little English etc answering the phones.
Just because you think it's a good idea... doesn't mean it is!
