It all depend on your ping to the server or gamehost. If that's bad then it doesn't matter how good the game's netcode is.

Get a good reliable ISP that will get you the speed you want. Then the speed is your computer, the technological(not always geographic) distance to the server, and if the server is stable.
Of course a big part of that is distance. If you really want to, move yourself or the server. One of those choices is easier, but its up to you.
Steam games can be large so having a slow download speed would be a problem when you begin to install them. But for gaming only loading levels and the initial connection might lag. Otherwise I play just as poorly as everyone else and its usually never an issue(depends on the game).

Ping mostly depends on the physical distance between you and the server. So choose servers located in your country or as close as possible.
