As for quests to earn cards, not likely to happen either. The entire level system exists to get you to spend money, letting you earn the full card set would defeat the purpose.
Gems became pretty much inefficient and obsolete, and Valve is likely trying to find a method to phase them out than to give them any more use.
It's monetized, it's not meant to make fun. It's meant to make money.
No it does not make sense.
Points = loyalty system to keep you to buy from Steam directly.
Marketables (Cards, Items etc.) = optional additional monetization.
You do realize 1 good coder could fix all that in a week? And updates... u do not rewrite code when u do updates, it has to be built-in in the system, and just regular guy can add content, list of the games for sale or even script without guy buy particular parameters.
They are not busy, seems like no one cares anymore.
