They will delete an account, but he won't get anything back from it, and the will require some proof of ownership before they do it.
They will keep the bans on file for those keys though, and the account name won't be usable.
This is just an educated guess based on other sites though. Either way, Support is who he needs to contact and they will set him strait if they can't do it.

Only inactive accounts containing no games are deleted. Accounts cannot be deleted by request.
Don't know. The OP will have to contact support to find out. That was all the solid information I could find.
"B. Termination by You.
You may cancel your Account at any time. You may cease use of a Subscription at any time or, if you choose, you may request that we terminate your access to a Subscription. Cancel and delete are two diffrent things. You can cancel/terminate your account and lose access to it, it will still be there though.
Accounts can not be deleted by request.

I hate legal documents. They claim it is to eliminate miss-understandings and allow for one interpretation, but it seems to do the opposite most the time.
Only Support will be able to say with certainty. It isn't ment for you or me to fully understand.
