I imagine it's for Spiral Knights, as the Spiral Knights appID on Steam is 99900.

Open it in notepad. Looks like it saves the last time it was updated among other things. Try not to alter it.

Hi, is it safe to share these Appmanifest_570.acf files? Someone said his is corrupted and he would save a lot of time if someone just sent him a copy.

I saw there was a "last owner" number in the text file so I wasn't sure if some personal information were into it.

Why would you need to share the Dota 2 appmanifest file?

You didn't change the file just the program Windows tries to open it with, you don't need to do anything

Why do you want to tamper with ACF files to begin with?

You can view the numbers, they're basically appIDs, then query it yourself.

if you're on windows 10, highlight the acf file on file explorer and click the down arrow next to the "open" button on the toolbar, then click "choose app" or "open with another app" smth like that
