I've had a few issues with Steam over the last few days, mainly connection issues, my connection is fine until I log in, restarting my network adaptor seems to resolve it.

I updated to the new version of Windows today (version 25H2), it seems to have rectified it, I'm presuming that the bugs from the older version have been fixed.
