Are you jester farming or are you just a bit behind the curve as far as complaining about this issue goes?
But ok, I will bite. What restrictions are currently ruining your life?
That's a question for the publishers behind those games. If they aren't available in your region, it's not because Valve is maliciously censoring them, there will be a reason somewhere
If the other games you mentioned are available, then most likely this is a developer requesting Valve do not make the game available in your region.
Again, contact the developers and find out.
Who knows, thats why you have to ask them.
It's entirely possible that Delta Force is not allowed to be accessed in your region and Valve have had to comply to some law. Why other games aren't affected is not for me to determine, but there will be a reason.
Valve do not arbitrarily make games unavailable in regions, just because they can.
Why would Valve remove a game and possible revenue unless they were legally obligated or it broke their rules?
If Valve actually did this, any game that required paid access would immediately mean they'd lose money because people in the region they removed it from would not be able to purchase.
It's not a great look to randomly piss off your customer base because you (Valve) decided that a certain region shouldn't be playing "x" game.
