whenever I load up my save. The DLC seems to show up and work just fine in the extra stories section. Many other people in the discussions have the same issue I do.

A quick update for your investigation - if you start NG it works correctly. I made it to Ch.2 where Extra Stories are added and Edy and Squad 7 DLC missions showed up correctly with no message.
Going back to main menu after that and loading a pre-Complete Edition save still results in the message pop-up with DLCs being present under Extra Stories.
So this looks like an issue with just old saves. If you want a copy of my savedata for reproduction, I can provide that.
It's the Tank Decal DLC that is missing.
I restarted steam, uninstalled and reinstalled the game three times now. And verified the game an unknown amount of times.
I still just keep getting:
"Failed to authenticate the downloadable content. Please redownload to use it."
What the crap now?
Yes, they are not listed as a DLC per se on Steam, but they are a DLC under the hood (and on consoles).
I no longer do. I had them, I was using the Gallian Crest for a long while before moving to bunny. Any idea how to fix that?
That makes a lot of sense. Although I have no idea how an old save can interrupt DLC authentication. Maybe it has something to do with the Tank Decal DLC like you mentioned.
Update: Just checked my tank decals, and I couldn't find the tank decals that come with the dlc.
