Massive deaths when RETAKING a city
So, I conquer a city, kill maybe 200,000 population in total.

The enemy retakes their OWN city, and kill 1.5 MILLION people...

Shouldn't the population welcome their people back inside? Why does retaking a city cause so many more deaths?

This happened when I retook one of my own cities as well...

Having city with over 1 million people is quite exceptional on its own, so congratulations.
Number of people shown in the battle result window is not number of killed people, but killed + expelled. Most of the people flee to cities around.

Yes, I understand that bit, but why is it so much higher when the original owners take the city back?

Wouldn't the population be happy to see them? and then stay in the city?

This entirely depends on the particular battle and also IF the city was broken/plundered. If so (aka it needs emergency aid) the number of expelled people is way higher because the current "state" of the city would be unacceptable for them.
